Transport Security Administration (TSA) staff in all US airports are legally entitled to open locks for security reasons.  Regular locks will normally be broken open, and so your luggage will be unsecured until you reach your destination.

TSA staff in the US (but not elsewhere) have special screening tools that they use to open and re-lock TSA approved locks without damage.
